Following the World Urban Forum in Barcelona in 2004, I was invited to write a short article for the UN-Habitat publication Habitat Debate. Many of the themes I introduced have now been taken forward in the International Guidelines for Urban and Territorial Planning (2015) and in the New Urban Agenda (2016).

This short article, published in 2004, argued that planning needs to be Strategic, Integrative, Participatory, Inclusive, Creative and Equitable. It was the start of the effort to "re-invent planning" that was taken forward at the next World Urban Forum in 2006, and eventually led to the priority role attached to urban and territorial planning in the international guidelines (2015) and New Urban Agenda (2016).
