This short article, published in 2004, argued that planning needs to be Strategic, Integrative, Participatory, Inclusive, Creative and Equitable. It was the start of the effort to "re-invent planning" that was taken forward at the next World Urban Forum in 2006, and eventually led to the priority role attached to urban and territorial planning in the international guidelines (2015) and New Urban Agenda (2016).
